| As you may already be aware, in February of this year, CME and NYMEX entered into an alliance to trade E-mini versions of NYMEX Energy Products on GLOBEX. We expect to launch the NYMEX E-mini Crude Oil and E-mini Natural Gas contracts in mid-June. GLOBEX Front-End System Impact GLOBEX has a new requirement to properly identify CME and NYMEX members placing orders into GLOBEX for trading CME and NYMEX-listed products. Either the 4-digit NYMEX Broker Number or 3-character CME Broker Acronym of the member placing orders into GLOBEX must be included. This information must be submitted to GLOBEX in FIX 2.3/2.3 Express Tag 116 and iLink FIX 4.2 Tag 50. Only the first 18 characters from these tags will be placed in the MEMO field in the GLOBEX M1 Records, sent to either NYMEX or CME Systems, for daily billing and clearing processing. Since August 2000, there has been a requirement to submit the "Entry User ID" in FIX Tag 116. (Refer to the attached Notice RA-00-15). Effective with the NYMEX launch, if the data in this field does not contain either the 4-digit NYMEX Broker Number or CME Broker Acronym, the record will be interpreted as a trade entered by a non-member or customer and thus be charged customer/non-member rates. In order to provide adequate time for testing with all front-end system developers, the Tag changes must be in place no later than June 1, 2002. Effective October 31, 2000 the CME is requiring that all GFIX API messages for new orders and modifications to existing orders shall contain identifying information for the workstation operator and the physical workstation. The workstation operator identifier should be transmitted in FIX Tag 116, "entryUser" ID. For clearing member administrated order routing systems the entryUser attribute must uniquely identify the workstation user whom entered the instruction. For non-member adopter order routing systems, this attribute must be unique and represent the most detailed level of identification supported by the order routing system. The physical workstation identifier should be contained in FIX Tag 144, "entryStation" ID. The entryStation ID should contain the physical device identifier of the workstation used to enter the order. If the message is entered through a "browser" facility, either Internet or Intranet based; the workstation ID should contain the word "browser". The CME is currently ready to accept these data as soon as your firm can support them. The "entryUser'" ID will be edited to ensure non-blank values in the October release of the API.
